Just back from his trip to the Middle East and Europe, Mr. Obama made a swing by the south side of the Capitol late Tuesday afternoon for a policy discussion. It is part of a stepped-up effort by the Obama campaign to reach out to Congress, where the Democrats are all but certain to retain control and perhaps extend their majorities.
